Sexual Exploitation Arrest

On March 8th, 2017, Mesa Police Detectives arrested Michael Francis Rapp for Sexual Exploitation of a Minor. Rapp became the subject of investigation when detectives discovered he may be downloading images of child pornography.

Through investigative means, detectives determined that 104 images of child pornography were downloaded to Rapp’s home within a span of 11 days. A search warrant was obtained and served. During the search, various electronic devices were collected.

While examining the electronic devices, detectives discovered 26 videos and thousands of images containing child pornography. Rapp was arrested on March 8th, 2017 at his home. He refused to speak to detectives. Rapp was booked for 10 counts of Sexual Exploitation of a Minor, a class 2 felony.

Robbery Arrest

On March 5, 2017 at 7:00pm, the manager of Fry's at 1245 W Main Street was robbed at gunpoint inside the store. Officers were in the area quickly; a sergeant saw a suspect matching the given description in the front yard of a home in the 1200 block of W Pepper and confronted him at gunpoint as several other officers arrived. The suspect was taken into custody. He made several incriminating statements as he was being handcuffed. Cash and a handgun was found on him. Three positive identifications were made. The suspect, a juvenile, was booked for Armed Robbery.

Theft of Means of Transportation - Attempt to Identify

On November 14, 2016 in the 6300 block of East Hannibal Street, the victim's 1985 Moped was displayed in his driveway for sale. The suspect below arrived in the listed vehicle and spoke to the victim about the scooter. After a brief conversation, the victim allowed the suspect to test ride the Moped. The suspect never returned.

The suspect is described as a Hispanic or Native American male; wearing a white T-shirt with blue and red striped.

The vehicle is a white 4-door Crown Victoria or Grand Marquis.

The Moped's vehicle identification number is JYA5U9001FC132556 and did not have a license plate.
